Message From the President
Harbor Cove Community Association is a 149 home development located across from Fashion Island on the Back Bay in Newport Beach. Harbor Cove prides itself on its friendly neighbors, well maintained homes, family oriented community with a low crime rate and active community members. In addition to a five person Board of Directors, the community is governed by a variety of active committees. The Board and the Committees are comprised of homeowner volunteers, appointed by the Board of Directors and assisted by Progressive Community Management, a local professional management company.

Welcome to Harbor Cove! Thank you for taking the time to visit the new Harbor Cove website. The website has been designed to meet the needs of our community by providing accurate and up-to-date information to you, the Harbor Cove homeowner. The website will also be used by the Board to provide neighborhood updates, HOA By-Laws and deed restrictions, post Minutes of the Board meetings and serve as an informational tool for all homeowners in Harbor Cove.

Harbor Cove Community Association would like to welcome you to the area and thank you for choosing to become a part of our neighborhood. If you are not familiar with our community, we would like to take a moment to welcome you and give you a brief overview of the organization.

Harbor Cove Homeowners Association was established, certified and documented with the Register of Deeds and is governed by its Bylaws. The purpose of the Association is to help maintain and preserve the value of the amenities and property values within Harbor Cove, while maintaining a safe and pleasurable place to live.

A Board of Directors is elected by the community to oversee the daily functions and financial responsibilities of the Association. It is also a function of the Board to administer and maintain compliance with the established Covenants and By-Laws of the Association. The Board does not have the authority to revise the established Covenants in any manner other than by the process defined in the AssociationÕs governing documents. This Board consists of a President, Vice-President, Secretary and Treasurer. There is also currently a Members-at-Large and committees for maintenance, finance, architectural control and social planning. I encourage you to contact one of the Board members to learn more about these committees and how you can get involved in our community! Social events provide the residents with the opportunity to meet their neighbors.

To help maintain the quality of our neighborhood, the Covenants and By-Laws govern Harbor Cove. These guidelines address the most common questions only. Authorized construction and changes to the existing residence are subject to final approval by the Association, thru the Architectural Committee.

Our common area and pool/spa and BBQs are open to all paid members for their family use and enjoyment. We ask that if you plan a large family activity in the common area, you respect the neighbors near the area and keep street parking to a minimum. When a large gathering is planned, please communicate with our Community Manager.

We hope you find our neighborhood a great place to live. We look forward to meeting you and encourage your participation in our activities and functions at Harbor Cove.

The Documents and Forms section (password protected) includes CC&Rs, HOA policies, Architectural Guidelines and Application Forms.

The News and Minutes area (password protected) features the current as well as past issues of the community newsletter and archived minutes of the Board of Directors meetings. Important community updates are also available in this section.

Answers to common homeowner questions can be found on the FAQs page. The Contacts page lists phone, fax and email for Keystone. Please use the Maintenance Request form to report maintenance problems.
